Kane County FY2025 Proposed Budget Available for Public Review

The Kane County Board has placed a draft of the 2025 Fiscal Year (FY) budget on public display. The County budget funds essential services such as courts, public safety, elections, transportation, and health services.

The FY2025 budget will be voted on by the Kane County Board on or before the start of the new fiscal year, which begins on December 1, 2024.

​​Kane County's Draft 2025 Budget totaling $416.7 million represents a 4% net decrease of $15.8 million compared to the 2024 Amended Budget totaling $432.5 million.  The net decrease is due to an increase of $14.5 million in general operating costs, of which the majority are for the judicial and public safety functions of the County combined with an almost $30.3 million drop in spending on transportation road and bridge projects. 

The County's General Fund which holds the majority of the County's general operating costs is budgeted to use $29.3 million of fund balance reserves to fund 21% of the General Funds $138.9 million budgeted expenditures.  The 2024 General Fund is forecasted to use 10.1 million or 8% of fund balance reserves to fund $124.4 million in budgeted expenditures.  This use of General Fund fund balance reserves is forecast to leave the County's General Fund with only $8 million in reserves in excess of the $36 million or 90 days of fund balance reserves required by County policy to be maintained for emergencies.  Moreover, by the end of 2026, the County's General Fund is forecast to begin using 90 day reserves for emergencies in order to pay for daily operations. 

 

The County's 2025 Budget does not include a property tax increase on the total aggregate of properties, but is limited to an additional estimated $657,236 on new construction brought onto the property tax rolls.  The County's total 2025 budgeted tax levy is $58.7 million.  The County has not had a property tax increase on the total aggregate in 14 years, except to account for new construction.  The County's tax levy in 2011 was $53.9 million.
