Searching for a Place to Call Home in Kane County

In November, Eileen McNamee, the Executive Director of PADS of Elgin, addressed the Kane County Board's American Rescue Plan committee. During her comments, she detailed the current challenges of securing affordable housing in Kane County, particularly for families.  Kane County Connects asked her to detail the current problem and possible solutions.​

Kane County is currently grappling with a severe housing crisis, with only a mere 0.6% availability of housing throughout the entire region. This statistic reflects a startling scarcity of housing options. The percentage of families in the shelter doubled from 13.9% in 2022 to 28% in 2023. In the first months of the 2024 fiscal year, we already have 31% of our guests are families.

One of the key contributors to the housing crisis is the exorbitant rise in local rental rates. In the Elgin area, the cost of a 3-bedroom rental ranges between $3,000 and $3,500 monthly. This places an immense financial burden on families. The minimum annual income to cover rent alone is $36,000. With many families struggling to meet these income thresholds, the cost of housing has become simply unattainable, perpetuating the cycle of homelessness, and exacerbating the crisis.

Recognizing the urgency of the situation, PADS of Elgin is actively working to address the housing crisis in Kane County. One initiative involves collaborating with landlords to incentivize the provision of housing for large families. To tackle this issue, PADS of Elgin is offering landlords an extra security deposit as an incentive to rent to large families. The provision of extra deposit funds helps to mitigate landlord concerns about potential financial risks.

PADS History & Background

PADS of Elgin was founded in 1989 by a collaboration of churches whose mission grew out of an intention to address the rising numbers of individuals and families experiencing homelessness in Northern Kane County. PADS of Elgin provides 24/7 emergency shelter year-round. These services include but are not limited to, a safe place to sleep, access to shower and laundry facilities, three warm meals, hygiene products, clothing, footwear, and most importantly, comprehensive case management. In addition, the program also provides referrals to medical, mental health, and addiction services
