
Public Information Meeting – Galligan Road Improvements in Gilberts
The Kane County Division of Transportation (KDOT) will hold a Public Information Meeting to present proposed roadway, intersection, and shared-use path improvements on Galligan Road from Binnie Road to Freeman Road in the Village of Gilberts. The meeting will take place on Tuesday, September 23, 2025, from 5:00 p.m. to 7:00 p.m. at the Gilberts Eagles Club, 325 Raymond Street, Gilberts..
The meeting will be conducted in an informal, open house format. KDOT representatives will be available throughout the evening to answer questions, provide details, and record comments from attendees. Topics will include the need for the project, design alternatives under consideration, potential right-of-way acquisition, and the tentative construction schedule. Preliminary reports, environmental documents, engineering analyses, drawings, maps, and aerial photography will be available for review during the meeting, and the same materials may also be requested in advance from the project contact.
Project Highlights:
Objective: Improve traffic flow, capacity, and safety along Galligan Road and at key intersections.
Roadway Improvements: Widening to add a center bi-directional turn lane (no new through lanes).
Intersection Upgrades: Proposed roundabouts at Galligan & Binnie and Galligan & Freeman to improve safety and reduce congestion.
Studies Underway (Phase I): Crash analysis, traffic demand studies, wetland delineation, noise analysis, and development of a preferred design.
Bicycle & Pedestrian Accommodations: Under consideration for inclusion in the final design is a shared-use path on the east side of Galligan Road between Binnie Road and Freeman Road. Also, a sidewalk is proposed on the north side of Paperback Lane to connect this shared-use path to an existing school sidewalk.
Land Acquisition: Will be required, but no residential or commercial displacements are anticipated.
Because federal funding is anticipated, this meeting is being held in compliance with the National Environmental Policy Act (NEPA) and the Illinois Department of Transportation’s public involvement policy. The project will require construction within a floodplain; therefore, in accordance with Executive Order 11988, as amended by Executive Order 13690, public review and comment are being requested on this proposal and its alternatives.
All interested persons are invited to attend. Individuals with a disability who wish to participate are asked to contact the project manager by September 16, 2025, to make necessary arrangements. Written comments may also be submitted by email or mail until October 10, 2025.
