Kane County Approves Long-Term Housing Strategy to Address Future Growth
Housing affordability and availability continue to present growing challenges across the nation, and Kane County officials are taking steps to prepare for the future.
The Kane County Board has approved a new Housing Readiness Action Plan outlining long-term strategies to address rising home prices, limited housing diversity and increasing demand for attainable and workforce housing throughout the county.
Developed in partnership with the Chicago Metropolitan Agency for Planning through its Local Technical Assistance program, the plan is designed to help municipalities strengthen policies, zoning regulations and development processes that support a broader range of housing opportunities.
A comprehensive housing market analysis conducted as part of the study found that Kane County could require an estimated 46,099 new housing units by 2050 if projected population growth of nearly 23 percent occurs. The report also found median home values increased by 30 percent over the past four years, while median rents rose 15 percent between 2020 and 2023. Housing vacancies have declined to just 3.5 percent, reflecting strong demand and limited supply.
The study found that nearly 69 percent of Kane County's housing stock consists of single-family homes, limiting options for young adults entering the housing market, first-time homebuyers, and workers seeking affordable housing near employment centers. Demand for housing options for residents age 55 and older is also expected to increase significantly in the coming years, with nearly half of the county's population falling within this age group.
The report also noted that Kane County faces additional challenges related to the variety of land uses and development patterns across the region, including the large amount of land devoted to agricultural uses, which can limit opportunities for new residential development in some areas.
To address those challenges, the plan recommends six major strategies aimed at improving “housing readiness" across Kane County. Recommendations include updating zoning regulations to support more “missing middle" housing such as duplexes, townhomes and accessory dwelling units; streamlining permitting and development processes; reducing regulatory barriers; encouraging transit-oriented development; improving coordination between housing, transportation and economic development planning; and expanding public-private partnerships and housing funding opportunities.
The report also emphasizes the importance of community education and outreach to address misconceptions surrounding housing development and encourages collaboration among municipalities, developers, nonprofit organizations, business leaders and regional partners.
With the plan's approval, Kane County municipalities are now eligible to apply to CMAP for assistance in developing community-specific plans.
The Housing Readiness Action Plan was developed with input from communities across the county, including the cities of Elgin, Batavia, Aurora, and Geneva, along with the villages of Pingree Grove, East Dundee, Sugar Grove and North Aurora.
