Kane County State’s Attorney Joe McMahon has charged 33-year-old Fredy Ramirez-Serrano with the offenses of:

• Unlawful possession of methamphetamine with intent to deliver, Class X felony
• Armed violence, Class X felony
• Unlawful possession of methamphetamine, Class 1 felony
• Resisting a police officer, Class A misdemeanor
• Unlawful possession of drug paraphernalia, Class A misdemeanor, 2 counts
• Improper use of vehicle registration/title, Class C misdemeanor

Kane County prosecutors allege that the evening of April 11, 2020, Elgin police officers heard loud music coming from a vehicle parked in the 1600 block of Mulberry Court, Elgin.

Officers approached the vehicle and saw a knife and handgun inside the vehicle near Ramirez-Serrano, who was in the driver’s seat. Officers ordered Ramirez-Serrano to exit the vehicle, but he refused, so officers placed him under arrest.

During a search, officers found more than 15 grams of methamphetamine, drug paraphernalia and an item associated with drug dealing. Officers determined that the gun was a BB pistol with no safety tip. The temporary license place affixed to the vehicle was not registered to Ramirez-Mendoza.

Ramirez-Serrano appeared April 13, 2020, in Kane County bond court. The judge set Ramirez-Serrano’s bail at $100,000, with 10 percent ($10,000) to apply for bond. Ramirez-Serrano remains in custody at the Kane County jail.

The judge set Ramirez-Serrano’s next court appearance for 9 a.m. April 22, 2020, in Courtroom 311 at the Kane County Judicial Center.

The charges against Ramirez-Serrano are not proof of guilt. Ramirez-Serrano is presumed innocent and is entitled to a fair trial in which it is the state’s burden to prove his guilt beyond a reasonable doubt.
